Mar 9, 2007 · According to my manual, these are what options are left for "Cranks, but won't start". -Fuel line clogged. -Spark plugs not in good contact. -Spark plugs fouled or wet. -Incorrect Spark plug gap. -Incorrect valve clearance. If I recall correctly, I don't think the '99 400 has any detents in the shifter and linkage system, so Camo Joe is right. Unhook the linkage; if it still pops out of gear, then it's an internal problem. The fan switch is in the radiator, so it does not get hot enough to kick on when the thermostat is stuck shut.
